Email Statement Self
The public page's "Email Statement" button — re-sends the statement to whoever's on file for cust (the reseller when reseller-billed, see :func:accounting_pdf._reseller_billed_recipient), never to an address typed into the page itself, so the token can't be used to relay mail to an arbitrary inbox. also_sms=False: this is a self-serve re-send, not a new billing event, so it shouldn't also re-text the customer.
Deliberately NOT cross-site routed like its two GET siblings above (see :mod:app.services.public_token_routing). It doesn't need to be: this is only ever called by the statement page's own Email button, and that page builds this URL from the host it was itself served on — so by the time the button exists, the redirect has already happened. Routing it anyway would also mean a 302 on a POST, which browsers replay as a GET.
